Description of the position: The selected candidate is expected to participate in the design and monitoring of transport projects (mostly in the road subsector), provide support and guidance to clients to improve the engineering quality of transport projects in general, provide professional input with respect to formulating transport sector strategy and policies for transport, and coordinate activities related to analytical aspects of the transport sector in the Eastern Europe and Central Asia region. The position is located in the World Bank office in Kiev, Ukraine. (An alternative home base location in Minsk/Belarus or Chisinau/Moldova could be considered.) Frequent travel to and within Ukraine, Belarus, Moldova and Russia, and possibly other countries of the Region will be required.
Recruitment into this position is open to: Individuals with Post graduate degree at Masters’ level or higher in road/transport engineering and/or other transport-related areas. Substantial experience (minimum 8 years) in the road sub-sector is essential, with proven experience either with Road Agencies, contractors and/or supervision consultants. Ideally the candidate should have a solid background in (i) road design and construction; (ii) civil works FIDIC contract management; (iii) procurement of, or bidding for, large civil works contracts. Knowledge of policy, institutional and financing aspects of road agencies, road and other transport infrastructure maintenance issues, and planning and programming of capital and maintenance works would be a valuable asset. Experience of working either with the World Bank, or on programs financed by the World Bank or by other development agencies would be desired. Strong oral and written communications skills in English and Russian are needed (additional languages are valued), along with creativity and problem-solving skills. Good interpersonal skills and demonstrated ability to work in multi-disciplinary teams and multicultural environments would also be highly valued.
